In 2015 the state of New Jersey moved from an annual contract-based structure to a so-called FEE FOR SERVICE structure to fund services for adult individuals with intellectual/developmental disabilities.
The philosophy of the FEE FOR SERVICE MODEL is to give participants and their families an increased level of SELF-DETERMINATION, and that the funding for services FOLLOWS THE INDIVIDUAL, no matter where they live in New Jersey, and no matter what kind of service(s) they choose for themselves.
A New Jersey Comprehensive Assessment Tool (NJCAT) assesses each individual’s functioning level, direct support needs, medical and/or behavioral concerns or challenges, and the score of this assessment designates each person with a TIER-LETTER: A, B, C, D, or E, where A means the need for the least, and less, support than the subsequent letters, and with Tier E being given to an individual who needs a significant amount of support and supervision, 24/7.
The presenter will give a brief overview of the FEE FOR SERVICE MODEL, explain how services are selected and by whom, and will also discuss some of the advantages and disadvantages of the model.
The presenter will encourage the audience to consider if THE FEE FOR SERVICE MODEL is appropriate for Norway.
